Phantom Liberty is not a separate campaign you launch from the main menu. It hooks into an existing save at a specific point in the main story, and if you have not reached that point, nothing will happen no matter how many times you check your quest log.
Short answer
Get past the first act and into the main story proper, then wait for a call from a mysterious contact named Songbird. Answer it, go to Dogtown, and the expansion begins. If the call has not come, you have not progressed far enough in the main quest.
The actual requirement
You need to have finished the prologue and be into the open part of the main story — the stretch where the game stops directing you and starts letting you choose what to chase. Once you are there, the call arrives automatically. It is a phone call, it comes unprompted, and it introduces a new quest that leads you to the wall around Dogtown.
If you own the expansion and the call has not arrived, the answer is almost always that the main story has not advanced enough — not that anything is broken.

A new character starts faster than you think
Starting fresh is fine. The expansion also offers a shortcut for players who want to jump straight in, which drops you into the story at the right point with an appropriately equipped character. Using it means skipping the main game's first act, which is a genuine loss if you have never played it and a convenience if you have.

Dogtown is harder on purpose
The district has its own enemy density and its own rules, and it does not soften for underlevelled players. Two practical consequences: bring the best cyberware you can afford, and expect the first few encounters to go badly if you arrived immediately after the call.
That said, the expansion's gear is strong, and the new perk system introduced alongside it opens up build options that the base game did not have. The reward for pushing through the early difficulty spike is a noticeably more capable V.
